If you have not yet received any reply to your

note of March 3 on the subject of limestone, and should the Green Island Company agree, I am of opinion that the Canton Government be notified that a claim for damages will now be made against the

Chinese Government, in view of the fact that all friendly meens

of reaching a settlement have been exhausted.
